Действие игры происходит в созданном Альбертом Эйнштейном параллельном мире в 1971—1972, продолжая сюжетную линию Союзников из оригинального Red Alert. Как и в её предшественнике, противоборствующими сторонами в игре являются Советский Союз и Союзники, помимо того, некоторые отряды и строения идентичны оригинальным из первого Red Alert, а некоторые — несколько изменились (так, мамонт-танк был превращён в танк «Апокалипсис»). По сравнению с предыдущей серией, в игре улучшены графика и мультиплеер. В то время как первая игра в серии Red Alert логически связана с историей Command & Conquer: Tiberian Series (например, глава NOD Кейн в ней выступает советником Сталина), Red Alert 2 не содержит никаких ссылок на Тибериумный канон и более походит на собственно «холодную войну» между восточным и западным военно-политическими блоками, переросшую в Третью мировую.
